District 7 is now taking bids for a new webmaster/web designer. We are interested in a complete website redesign. We are looking for someone who can help us build a site with the following features.
- A Calendar
- Contact-us feature
- Public forum
- Download manager
- News features
- Easy to use and visually dynamic design
- Quickly and regularly update capacity

Substitution policy for Utah Youth Soccer Association
Beginning with the Fall Season 2009, The Substitution policy for Utah Youth will be changed to allow substitutions to be made at any stoppage for ether team in accordance with Law 3. Below is listed the procedure. Keep in mind that every substitution must be made only with the Referee's Permission.
The player or players to be substituted must be at the Center Line and ready to enter the field prior to the opportunity to sub and the substitution is at the referee's discretion. If the team with the re-start appears to want to get the ball back in play quickly (ether from a Throw-in or from a Free Kick) and the opponents want to sub, the referee can hold the sub for the next opportunity and allow the quick restart. As always, time should be added in accordance with Law 7 for time lost due to Substitution and special care taken to add time if the clock is being unfairly worked.
